Chery Automobile Co Ltd[1] (simplified Chinese: 奇瑞汽车股份有限公司; traditional Chinese: 奇瑞汽車股份有限公司; pinyin: Qíruì Qìchē, English pronunciation: /ˈʃɛri/) is a state-owned[1] automobile manufacturer in the People's Republic of China. It has been the seventh-largest China-based automaker measured by unit production for at least two years running.

History
Founded as a state-owned enterprise in 1997, auto production commenced in 1999[1] using a chassis licensed from Volkswagen's SEAT Toledo.[2] Early production may have been technically illegal, as the company was only awarded a passenger car production license in 2003; until that year it may have piggybacked on a SAIC Group license.[3]
In 2009 Chery produced 508,500 units,[4] although by that time it probably had a per-year production capacity of 650,000.[5] More than 400,000 of its 2009 sales were sedans.[6] Production capacity figures may consider engines and vehicles as discrete.
Chery became the 7th most-productive Chinese vehicle manufacturer in 2010, selling nearly 700,000 units.[7] In the first 11 months of 2011, production reached 578,400 units and Chery still holding on to their seventh position in the Chinese market.[8]

Making its first export to Syria in 2001,[9] as of 2010 Chery was the top exporter among Chinese automakers, a title it held since 2003.[10] Many of these exports may be in the form of knock-down kits.[citation needed]
Selling in several other continents besides, Chery has established dealerships throughout Europe in Russia, Ukraine, Belarus, Serbia, Macedonia, Turkey and in Italy.[11] Other notable nations where Chery models are on offer as of 2012 include Australia,[12] Singapore,[13] and South Africa.[14] This follows one of Chery's strategic goals which is to expand in developing countries first, then in developed countries.[15] In Ukraine, Chery models are sold by UkrAVTO Corp,[16] and partner firms operate sales outlets in other markets as well. In some nations, however, companies Chery cooperates with build models in their own small factories.
Tiggo, a small SUV, has been a popular offering in many countries.[16]

It may have been affiliated with SAIC at one time.[17] SAIC may have sold its ownership in the company back to Chery in 2004 due to a rising tension between Chery and its other foreign partners General Motors and Volkswagen.
[edit] Unconsummated Chrysler cooperation
When Cerberus Capital Management owned Chrysler, this company planned a cooperation with Chery that would have seen the Chery A1 and its underpinnings sold under the Dodge brand name in the US and abroad.[18] The plan would have quickly increased the Chrysler small car stable, and the two companies participated in a signing ceremony in late 2007.[19] In early 2008 a similar deal was reached between Chrysler and Nissan, and the Chrysler-Chery cooperation was abandoned.[20]
Around the time of the 2009 Chrysler Chapter 11 reorganization, this American automaker discussed the possibility of an asset sale with Chery.[21]
[edit] Unconsummated Fiat joint venture
In 2007 Fiat and Chery signed a MoU on the creation of a Sino-Italian car-making joint venture.[22] It was supposed to initiate activities in 2009, make Fiat and Alfa Romeo-branded products for the Chinese market, and be located in Wuhu, Anhui province.[22]
The deal was put on hold in March, 2009.[23]

Participating in the 2011 and 2010 Dakar Rally, it used Rely X5 SUVs for both races.[24]

Chery has several production bases in China,[25] and at least one in its home province of Anhui,[18] probably in Wuhu City.[26] As of 2007 the company had two auto-making production bases, two engine-making bases (the No.2 base having built ACTECO-branded engines and being "highly automated"), a gearbox production base, and two units presumably tasked with R&D.[25] Another car-making production base should have become operational by early 2008.[25] A Dalian, Liaoning province, base will be finished by the end of 2011.[26]
An R&D centre exists and may be located in Wuhu, Anhui province, as this is where the company is based.[27]
Chery has a handful of Sino-western joint ventures, most with part or component manufacturers.[28] These companies include Arvin Meritor,[28] Johnson Controls[28] and PPG Industries.[citation needed]

There are many small factories in developing countries manufacturing Chery models. These factories build from either complete or semi-complete knock-down kits and,[29] with the exception of an Argentinian cooperation[30] and an Iranian factory,[31] are not necessarily owned by or affiliated with Chery. Sales of knock-down kits are an easy way for Chery to gain access to growing markets without added after-sales service costs.
Such overseas knock-down factories may spring up and disappear quickly. As of 2007 there were 14 overseas factories,[25] but by mid-2009 that number had dropped to ten[9] only to rise again to a projected 15 by the end of that same year.[32] As of the beginning of 2012, 13 operational factories produce Chery vehicles and an additional three should come online soon.[33]
These factories have appeared in Argentina, Egypt, Indonesia,[34] Iran, Malaysia,[34] the Middle East,[30] North Africa,[30] Pakistan,[35] Uruguay,[34] Russia,[34] Taiwan,[32] Thailand, the Ukraine,[34] and Vietnam.[36] Besides the Ukrainian site another Eastern European site may exist.[30] This may be in Serbia, as Chery exhibited at a 2011 Belgrade auto show.[33]

Chery has agreed to the construction of a Jacarei, Brazil, production base that should be finished by 2013 in a joint effort with the Government of the state of São Paulo.[37] In July of 2011 work commenced on an industrial park with a planned 150,000 unit/year production capacity.[33]

Assembly of Chery cars from complete knock-down kits began in Egypt in 2006, and in this country they may be sold under the brand name Speranza Chery.[38] One Egyptian factory making Chery models from semi-complete knock-down kits had a 2009 production capacity of 30,000 vehicles/year.[39]
In 2011, Chery stated the part localization ratio for Egypt was 45%.[40]

As of 2011, Cherys will be manufactured and marketed in this country by a new local partner company, PT Karya Semesta Investama (KSI). KSI replaces the Indomobil Group as Chery's local partner.[41]

As of late 2007 Chery has a minority ownership in a joint venture with Iranian Khodro and Canadian Solitac as its partners.[31] This JV controlled a knock down factory in Babol, Mazandaran.[31] Making a QQ6 renamed the S21, it may be sold both inside and outside Iran[31] and carry a name other than Chery, as well.[citation needed]

As of May 2011, a 3,000 to 5,000 unit/year production facility is planned in the country.[33]

In Russia TagAZ produces Chery vehicles, but these usually carry non-Chery badges such as "Vortex".[42]

The Chery A3 is assembled since August 2009 in Taichung, Taiwan by Shengrong Auto, a subsidiary of Prince Motors (Chinese: 太子汽車; pinyin: Tàizǐ Qìchē), a Taiwanese car company.[43][44]

A production site was planned to be raised in the province of Sakarya, in a collaboration with the local Chery dealer, Mermerler Otomotiv.[46]

Chery Automobile is a partner of ZAZ since 2006[47] and manufactures from CKD kits some of its vehicles in the plants from Zaporizhia and Illichivsk. Starting from 2011 the Chery A13 is manufactured on full-scale in Ukraine, where it is sold rebadged as the ZAZ Forza.

Affiliated Argentinian company SOCMA Group[30] manufactures some of the Chery vehicles in the Oferol factory from Barra de Carrasco, Canelones, Uruguay.[48] The Tiggo was officially launched in Uruguay in October 2007.[49][50]

First introduced to this country in mid-2006, Chery vehicles continued to be the only licensed Chinese car exports to Venezuela as of 2011.[40] Opened in September 2011, a new Chery production site in the north-central state of Aragua, Venezuela produces the A1 and A3 models.[51]

As of 2009, Chery products sell under at least four brand names. These include Karry, Rely, Riich, and its own.[52] Vehicles adapted to the European Union standards are sold in Italy through the DR Motor company.
Chery makes cars, minivans, and SUVs. The parts used in their manufacture may be foreign designed, and some may be imported; Chery has cooperative agreements with many foreign component firms, including the American ArvinMeritor,[53] American Autoliv,[54] American Delphi Automotive,[54] the Australian company Futuris,[54] German Robert Bosch GmbH,[53] American PPG Industries,[53] German Siemens VDO,[53] French Valeo,[53] and the American Visteon.[55]
Some have helped Chery establish a local supply chain.[53]

The company makes and has exported engines under the brands ACTECO and CAC.[25] Chery engines have been bought by Fiat[25][56] and exported to the US.[25]

The company has a customer service network that spans at least 31 Chinese provinces, autonomous regions, and direct-controlled muicipalities.[57] As of 2009 it offered a warranty of four years/120,000 km.[58]

Like many Chinese automakers, Chery wants to produce electric vehicles in the future. The company currently offers a few hybrid and full-electric models, and it has established a tentative agreement with a foreign company for mass-production. China subsidies oil (an incentive for the State to encourage use and manufacture of electric cars), and some of its automakers see opportunities in less mature electric vehicles because Western companies have yet to develop much of a lead in the technology.[59]

Chery and Quantum LLC, an Israel Corp subsidiary, formed a joint venture in 2007 to build electric cars.[60] A proposed production base for this JV may be built in Changshu, Jiangsu province, becoming operational in 2012.[60]
Another company, the American Better Place, signed a 2010 MoU with Chery for the development of prototype electric vehicles to be used in its pilot projects.[61]
Chery Auto and Magna Steyr, a division of the Canadian manufacturer Magna International, are cooperating to develop three models of the Qoros brand for sale in Europe, reports Motoren in Sept 2011. The new car will be developed by Magna for production in Changshu near Shanghai.[62]

In 2009 Chery announced it had built an all-electric car, the S18.[63]
In early 2009 the company showed an all-electric Chery Riich M1 to journalists.[5] This car, also referred to as the S18, may have entered production in 2010.[27]
As of 2011 the company continued to pour R&D dollars into this area,[64] and the official Chery website lists three hybrid and two all-electric models.[65] Its hybrid models may use a start-stop system solely.

An informal, 2007 Russian crash test yielded a poor score for a Chery model named the Amulet, but a later test on Chinese soil saw this model, sold on the Russian market, fare better.[66]
The 2009 A3 received a five-star safety rating in C-NCAP, the Chinese new car safety tests,[67] becoming the first indigenous car to achieve such a high-test rating.[58][68]

Its CSR activities comprise sponsored forests with a sand-control purpose[69] and donations for disaster relief.[70]

While a state-owned company, Chery seems to engage in practices such as copying that are more usual among private Chinese automakers.

In June, 2003, American company General Motors sued Chery accusing it of copying the first generation Daewoo Matiz (developed by a GM subsidiary, GM Daewoo) in its design for the Chery QQ.[71][72] General Motors then went on to accuse Chery of using a disguised Matiz in a crash test for the Chery QQ.[72]
GM executives claimed design duplication,[73] with many parts interchangeable between the QQ and the Matiz,[17] and GM China Group stated the two vehicles, "shared remarkably identical body structure, exterior design, interior design and key components."[73]
While some Chery cars are not copies, such as the Pininfarina-designed A3,[74] the QQ may not be the sole Chery model that wears famous-name designs; the Chery Tiggo is criticized for resembling the second generation Toyota RAV4.[75] Other model using the Matiz technology found in the QQ include the closely related QQ6. The Eastar and its derivatives (V4, B12, and B22) have also been considered to be copies, of the Daewoo Magnus.[76]
[edit] GM lawsuit
After mediation attempts failed, then-GM Daewoo (now known as GM Korea) brought a case against Chery in a Shanghai court, but by 2005 jurisdiction had been moved[17] to the Beijing No.1 Intermediate People's Court.[77]
Around that time Chinese state officials, including a vice-minister of commerce and a vice-director of the State Intellectual Property Office, publicly supported Chery.[77] The Chinese have claimed that GM didn't properly patent their technology.[77] In late 2005 the lawsuit was settled.[72]

An American entrepreneur with past experience importing developing country autos to the U.S., Malcolm Bricklin, sued Chery in 2008 for contracting a different company after previously contracting Bricklin.[78]























Atomic Kitten are an English girl group from Liverpool, first established in 1997. Created by Andy McCluskey, the final line-up, and most commercially successful, consisted of Natasha Hamilton, Liz McClarnon, and Jenny Frost. Heidi Range and Kerry Katona were two original members, however, they were replaced respectively by Hamilton in 1999, and Frost in 2001.
The band had three UK number one singles; "Whole Again" later recorded by Play, the fourth best-selling single by a girl group of all time; "Eternal Flame", a song originally recorded by The Bangles, and "The Tide Is High (Get the Feeling)", a song originally recorded by The Paragons and later by Blondie.[1] They also had two UK number one albums, Right Now, a re-issue of their debut album, and Feels So Good, both going double platinum in the United Kingdom.[1][2] Atomic Kitten also managed to gain numerous top ten hits across Europe (in particular German-speaking Europe), Asia, Oceania and South Africa.
The band announced they were splitting in April 2004 although they got back together a year later to re-release their single "Cradle", and also made one off appearances in 2006 and 2008.

1997–2001: Beginnings and Right Now
Atomic Kitten was first conceived in 1997 by Andy McCluskey of 1980s band Orchestral Manoeuvres in the Dark. The original line-up featured, Liz McClarnon, Kerry Katona and Heidi Range (now in the group Sugababes), but Range decided to quit due to artistic differences, and was replaced by Natasha Hamilton. This line-up was finalised in 1999.
The group's first single, "Right Now", debuted in December 1999 and reached the UK Top 10.[1] After their initial success, Atomic Kitten performed an Asian tour and scored their first number one hit there with "Cradle". The album, also titled Right Now, was first released in Japan on 16 March 2000, and subsequently released in the United Kingdom on 23 October 2000 with a slightly modified track list. In 2000, the group also recorded a cover version of "The Locomotion" for the movie Thomas and the Magic Railroad.
Right Now was unsuccessful upon its first release, peaking only at #39 in the UK album chart.[1] Initially, there were no plans to focus on the global market and Atomic Kitten's record label, Innocent Records, was even considering dropping them because of their limited success. However, the record company were persuaded to allow the group to record one more single.[3] The single, "Whole Again", became their first number-one hit in the United Kingdom, and stayed at the top for four consecutive weeks.[1] Due to this success, "Whole Again" was released globally, and reached number one in eighteen other countries, including six weeks in Germany and New Zealand.[4] The song and video for "Whole Again" originally featured Kerry Katona; however, she left the group several days prior to the number-one position due to of her pregnancy.[5] Jenny Frost replaced Katona in the line-up and the single was re-recorded. This led to the decision to partially re-record and re-release Right Now, which then went to number-one in the UK on August 2001, and was certified double platinum.[1][2] The album also served well internationally, reaching the top ten in many European countries, including Germany and Denmark.[6][7]
Their next single, "Eternal Flame", a cover version of the 1989 hit by The Bangles, became their second number-one single in the UK and New Zealand.[1][8] It became their biggest single in France peaking at number two and eventually went gold. In late 2001 the band announced they would be releasing a final single from the repackaged album, entitled "You are". A video was recorded and promo singles were sent out to radio, but the single was shortly shelved, never getting a full commercial release.[9][10]
[edit] 2002–2003: Feels So Good
Following the success of Right Now, a new album, Feels So Good, was recorded. The songwriting and production agreement with Andy McCluskey was an increasing source of tension within the group, and the girls decided to terminate the contract with McCluskey halfway through the recording of the album.
The first single off the album was "It's OK!". Even though this song performed well in the charts, securing a number three position in the United Kingdom, it was the next single, "The Tide Is High (Get the Feeling)", a remake of the 1965 song by The Paragons (also made famous by Blondie in 1980), which attained Atomic Kitten their third number-one single in the UK and New Zealand.[1][8] The single became one of the Kitten's largest hits. In April 2002, Hamilton announced that she was pregnant, but rather than leave the group, she opted to continue with the scheduled 2002 tour. Hamilton filmed the music video for "The Tide Is High (Get the Feeling)", and made an appearance at Party in the Park before finally going on pregnancy leave.[11]
During January and February 2003, Atomic Kitten toured around Southeast Asia, visiting Singapore, Thailand, and Korea. Hamilton, who had given birth to her son, Josh, on 24 August 2002, decided to take her newborn baby with her on the tour as well.[12]
[edit] 2003–2004: Ladies Night and split
In April 2003, the group released the album, Atomic Kitten in the United States. Until that time, the group had not focused on the American market, and the album consisted of tracks from their first two albums, Right Now and Feels So Good. Promotion for the album began with the single, "The Tide Is High (Get The Feeling)", appearing on the soundtrack for the Disney film, The Lizzie McGuire Movie and managed to debut and peak at number forty-two. However, the single plummeted to number eighty-eight in its second week. In addition, after the album only managed to peak at #102 on the US Billboard 200, it was decided the group would focus solely on the European, Oceanian, South African and Asian markets.[13]
Before recording their third album, Kool and the Gang approached the group about a collaboration for their album of duets, Odyssey. Kool and the Gang wanted to record an updated version of their hit "Ladies Night" and were looking for a girl group to sing the lyrics. Atomic Kitten liked the idea and enquired whether they could use it for their next album which was subsequently named Ladies Night in honour of this collaboration.[14]
Their first single of the album, excluding "Be with You", was "If You Come to Me". It peaked at number three on the UK top 40.[1] Atomic Kitten spent late 2002 and early 2003 in the studio recording their third and final studio album. Up until the recording of Ladies Night, the group mainly relied on songwriters, though they had occasionally co-written songs featured on their albums. While recording Ladies Night, they decided to be directly involved in the creation of eight of the fifteen songs. Ladies Night was released on 10 November 2003, and peaked at number five in the UK album chart. It was certified Platinum for sales in excess of 300,000 copies.[1][2]
In early 2004, a tour to support the Ladies Night album and the upcoming release of their Greatest Hits album was planned. Shortly before the tour kicked off, the group announced they would be taking an extended break after the completion of the tour.[15]
[edit] 2004–2008: Reunions
On 23 January 2004, Hamilton decided to devote more time to her young son and wanted to take a hiatus from the group. Atomic Kitten released the double A-side single "Someone Like Me"/"Right Now 2004" as a "goodbye" to their fans, but were reunited on Valentine's Day 2005 to release the charity single "Cradle 2005", a new version of the original song from their album Right Now which was a number one hit in Asia back in 2000. "Cradle 2005" peaked at number ten, selling 35,000 copies worldwide, with proceeds going to World Vision.[16]
In 2005, Atomic Kitten was featured on the soundtrack of Disney's Mulan II with the song "(I Wanna Be) Like Other Girls". In 2005, they also performed together in Krakow on 28 August at the Coca-Cola SoundWave Festival.[17]
In 2006 they released a cover version of The Farm classic "All Together Now". It became a charity single for the Football World Cup and was released only in German-speaking countries. It successfully peaked inside the German top 20.

为此,本刊专访著名学者、清华大学历史系秦晖教授。
一方出价
《南风窗》:政府对中国“经济奇迹”的出现无疑功不可没。而在这30年间,政府扮演的角色中,哪部分是迫切需要重新检视的?
秦晖:我觉得就是一些经济学家鼓吹的用国家权力剥夺工人讨价还价的权利,形成所谓“‘交易费用’降低”。我从来是将这种“交易费用”加引号的,因为它根本不是西方经济学意义上的交易费用。
如科斯所讲,交易成本有两个重要原则:第一,一方讨价还价的权利是不能剥夺的,只有在此基础上形成一个集体的谈判,避免分散谈判所要支付的成本。比如科斯讲为什么要企业呢,一般我们讲每个劳动者都有能力或者权利当个体户,而不是受雇于企业,但为什么不直接面对消费者,原因是交易成本过高。所以企业是一个节省交易成本的组织,而且大多数人还是倾向于进入企业的。但科斯绝对没有说过建农奴制庄园可以节省交易费用。然而,按照有的经济学家的逻辑,却是没有讨价还价便是节约交易成本。第二,这个交易成本是整个社会的成本,而不是一方的近乎强制的出价。
科斯有两本书题目就很好,一是《企业的性质》,我说按中国有些人的理解直接叫“奴隶制的性质”就可以了,而不是“企业的性质”了。他们认为企业的性质就是降低交易费用的组织,那奴隶制不是更符合这种性质吗?显然科斯并不这样认为。因为奴隶制其实是剥夺了许多人的交易权利,而科斯所谓的成本却是以保障这种权利(这就是企业与奴隶制庄园的不同) 为前提的。第二本书是《社会成本问题》,他为什么说是“社会成本问题”,而不说“一方出价问题”呢?我们一些理论家讲的“成本”其实只是一方的出价,另一方付出了什么他不予考虑,显然科斯是没有这个意思的。
我并不是说科斯的说法就一定对,所谓“新自由主义”在理论上就没有问题,但中国搞的根本就不是那么回事。中国的问题也不能让西方经济学家来负责,而且和新自由主义也没有什么关系。但中国奇迹的出现显然受益于没有讨价还价余地的某种机制。
这种单方面出价以节省“交易成本”的说法其实是一种强盗逻辑。谁能说我用刀抢了你,就降低成本?但是,这种说法在中国的确很盛行。比如有人说,集体化是很好的选择,因为国家同无数小农打交道,成本很高,所以国家把大家集体捆起来,你不能讨价还价,交易费用就小了。国家因此得到大量廉价的粮食,但是农民饿死多少呢?这个算不算成本?他们不认为这是成本,而且制造了一个概念——“减少国家与小农交易的成本”。为什么就不是“小农与国家博弈的成本”呢?这个概念在科斯看来根本就不通的。有的逻辑是国家越容易把工人赶走,所谓“交易成本”就越低。你要说成本的话,人民公社时的成本是最高的,哪个国家在工业化时期付出了饿死如此多人的高昂成本?
《南风窗》:当国家成为“资本家”,作为“国家雇员”的另一方实际上失去了对自己权利与能力的“议价权”。
秦晖:公共资产从理论上说,所有人都是所有者,也可以说所有人都不是所有者,这不是主雇关系。私营企业解雇工人,在现代国家当然也会受到劳动法约束,但从主雇关系来说,解雇工人可以说是天经地义的。企业是我办的,我对资产承担风险,破产我可能要跳楼的。合同也是在双方同意的前提下签订的。不同的是,在国有企业里厂长和工人地位本应该是一样的,凭什么有的人要被赶走?凭什么有的人要做牺牲?凭什么有的人是能人而其他人连试试是不是能人的机会都没有?
相较而言,东欧国家的私有化讨价还价的成本是比较高的。一般都是赶紧私有化,裁减多少工人由劳资双方来谈,国家不会动用权力来动员裁减多少工人,或将资产送给某些特定的人。所谓的回收资本最大化原则,公开、公正、全民参与的原则,或像证券私有化一样,每人一份,而不会事先考虑将工人赶走。当然转轨完成之后,劳资双方的协商是另一回事,而且是有工会参与的,不是说先将该赶走的工人赶走后再提出对剩下的工人有就业责任,更不仅仅是政府与能人两方面私下交易完成的。
《南风窗》:若干年前,我采访社会学家陆学艺先生,他也对市长先生们高谈“减员增效”提出批评,认为政府首先应该保障的是充分就业。
秦晖:所以我怀疑从“减员增效”到私有化有某种程序上的故意。当初之所以动用国家权力搞“减员增效”或许就是为私有化做准备的。至于民企无所谓“减员增效”,因为一开始它就不会雇佣冗员。国家也许是有意识在产权改革之前搞“减员增效”,当然也可以说这有回避意识形态风险的意思;另一方面,也可以说是动用国家权力将工人赶走。工人能和资本家讨价还价,却无法同国家讨价还价,因为工会也是国家办的工会。这种工会在工人与私企间能起一定作用,但在国企和工人之间显然倾向于偏袒国家。
《南风窗》:以前我们讲工会是“福利工会”,而不是“权利工会”。但不得不承认,这“福利”二字长期以来也是打折的。
秦晖:是啊,中国历来是一个负福利国家,现在也是。中国的进步就表现在负福利的降低上,即向“零福利”渐渐靠扰,充其量是通过二次分配不加剧社会分化。现在更多是高收入者高福利,低收入者低福利。这样的福利安排,反映的还是讨价还价权利的缺失。

Henan (Chinese: 河南; pinyin: Hénán; Postal Map Romanization: Honan), is a province of the People's Republic of China, located in the central part of the country. Its one-character abbreviation is "豫" (yù), named after Yuzhou (豫州 Yù Zhōu), a Han Dynasty state (zhou) that included parts of Henan. Although the name of the province (河南) means "south of the river",[1] approximately a quarter of the province lies north of the Yellow River, also known as the "Huang He".
Henan is often referred to as Zhongyuan (中原 zhōngyuán) or Zhongzhou (中州 zhōngzhōu) which literally means "central plains" or "midland", although the name is also applied to the entirety of China proper. Henan is the birthplace of Chinese civilization with over 5,000 years of history, and remained China's cultural, economical, and political center until approximately 1,000 years ago. Numerous heritages have been left behind including the ruins of Shang Dynasty capital city Yinxu and the Shaolin Temple. Four of the Eight Great Ancient Capitals of China, Luoyang, Anyang, Kaifeng, and Zhengzhou are located in Henan.
